Why DOOH Is the Primary Digital Channel for Cannabis
Meta and Google restrict cannabis advertising in most cases. DOOH doesn't have that platform-level restriction. This makes digital out-of-home the default digital advertising channel for cannabis brands and dispensaries — which is why Denver, LA, and Seattle have more DOOH cannabis advertisers per capita than almost any other category.
Why DOOH Is Compliance-Compatible
DOOH is a broadcast medium — it doesn't target individuals by behavior or purchase history. Most state cannabis advertising regulations restrict targeting minors or using behavioral data to reach people likely under 21. DOOH's contextual targeting (venue type and geography, not individual profiles) is generally compatible with state-level regulations in a way that social and programmatic digital is not.
State Compliance Notes
California: Permitted. Must include required health/safety warning. No placement within 1,000ft of schools or youth facilities.
Colorado: Similar restrictions. Must include "For Adults 21+ Only" and state warning. Billboard restriction within 1,000ft of schools.
Illinois: Permitted. Same distance requirement. State health warning required.
New York: Permitted in licensed markets. No targeting venues accessible to minors.
Note: regulations change frequently. Verify current requirements with a cannabis compliance attorney before launch — this is not legal advice.
Best Venue Types
Billboards in compliant locations (away from schools): highest reach.
Dispensary in-store screens: Most purchase-intent audience. Already buying.
Bars: 21+ adult social audience that indexes well for cannabis lifestyle.
Gyms: Works for wellness-positioned brands.
Avoid: Any venue with significant minor traffic. Any venue within restricted distance of schools.
